I looked real close & it still looks like a bad case of pitting & corrosion.
Looks like it was "engraved" with a vibrating engraver.

I was thinking maybe something along the line of a dremel. Ruined a nice gun.
Looks more like a pneumatic needle gun was used. If you don't know what one is ask a sailor. They know all about them.

I had a cap gun that looked like that when I was a kid...about 75 years ago!

Looks like an attempt at stippling like they do on polymer frame guns. Maybe he was trying to create a tactical ROA...????
