When a single turbocharger can run up the heat inside the engine enough to begin melting internal parts, multiple turbos are just bluster and show off.
I've run turbocharged tractors that required constant monitoring of the 'pyrometer' (exhaust manifold temperature) to prevent engine damage.
 
While it looks impresive, there is absolutely no way all those turbos are working. The bulk of them are just hung on there for looks.
The only people more naive than the builder/driver are the ones standing in the blast zone.
If that thing lets loose dozens will be killed/injured and then they will say, "What a tragedy"
