Shipping an Inoperable Hand

For some reason, likely me, I can't figure out how to send a PM since the board change, so I'll ask this question here in hopes someone will know. I was trying to PM RoninPA.

Can I send a bare frame and barrel via USPS Priority Mail? I need to ship my NM Blackhawk for machining (barrel cut and recrown). If I remove all the parts including grip, hammer, trigger, etc. Do I still need to declare it a firearm and send via UPS or FedEx?

If it meets the federally definition of a handgun (i.e., serialized part), it needs to be declared as such. I believe only FFL holders can ship handguns USPS.

As noted above,, the serial numbered part is considered the firearm. So,, to ship a bare frame,, if it has the serial,, it must use a FFL.

Thanks, all. I guess I knew the answer, just was hoping the inoperable would make the difference. I trust USPS Priority Mail more than UPS.

Just saw the post and the advice given is correct. You can send a firearm to a gunsmith for work without using an FFL but it has to go UPS or other commercial carrier. That said, if you are friends with a FFL, see if they will ship it for you. They can do it a lot cheaper than you going UPS (they would probably go flat rate priority mail with insurance.) Then, when it is fixed, the gunsmith can legally ship it directly back to you, it doesn't have to go back to the FFL who shipped it.

foxtrapper,, RoninPA IS a FFL & knows the laws quite well. A gunsmith has a few exclusions to these rules.

In a case like this, the FFL is just acting as a shipper. FFL's will typically keep a separate SHIPPING book to record these types of transactions (shipping only, nothing else involving the FFL). I've been through MANY BATFE inspections over the years and they had no problems with the way I was doing things

The question came up because I sent the cylinder to 2Dogs last week and I started to wonder if it still qualified as a firearm if it is disassembled and inoperable. Now I know for sure. Thanks again.
