Take a rifle cartridge, 30-06 will do, flatten the mouth and use the flat edge on heavy deep rust.
Done that with light oil on rust that 0000 steel wool is to deep to reach for years, doesn't hurt the blue.
I do like the copper pipe idea, will have to try that.

If it were me, I'd remove the ERH before attempting to remove the rust on barrel? ERHs are aluminum. Any finish that's gone from the aluminum parts can be refinish with Burchwood Casey's aluma black restorer. As far as the steel parts I'd try Brownells cold blue, I've never used it but, others recommend it highly. Personally, I've used the Burchwood Casey's cold blue for years.
Best of luck with this, Steve

All this talk about pennies, but I've always used a nickel. It a little larger so sometimes easier to work with. It also won't damage bluing.

Update: cylinder fitting is still underway. It's a hair shorter than the 22lr. Should be an easy fix.

Re:bluing I removed rust. And am using oxo blue to reblue

I use breakfree and a brass bore brush in a rotary drive like a dremmel.
Just be sure only the bristles touck the gun.

Now that I found some kroil, I would use that.
