Shouldn't need loctite. If you plan on leaving it on, use a crush washer. If not, go with a shim of the appropriate thickness.

Thanks all. I originally tried using a crescent wrench and, my luck, it slipped (nice mark on the brake now). Try as I might, it would not move. I think I'll try heating it up. Thanks all.
If the barrel is under 16 inches the break may be pinned with the pin welded in place on the break.
