Y'all are still not answering the OP's question... just because your state does not require a permit to carry a handgun does not mean they don't issue them... here in S.C. they still do.
This allows me to carry in some other states and on top of that go to an FFL and purchase a gun with out a back ground check, which is a good thing since I can't pass the one they have to use.
