I worked at GM for 43 years and never heard it pronounced council.

I have never heard it call a council either.
I have though , heard where the trunk on a car is called the turtle.
I worked on a Black Angus farm in the panhandle of Texas back in the 70's , and the owner called it a turtle.
He drove a Cadillac and kept all his tools in the turtle.

It could be the lid that's called a turtle, not just the space under it.

My grandfather called it so. I think it goes back to the '40-50's cars' shape. Turtle shell was shortened to turtle.

I am in a live closed circuit GM training course right now and the instructor just called a console a council.
