AR 556 safety question

Hello all,
I recently purchased the Ruger AR 556, and love the weapon.

Here's my question: While unloaded, no magazine, and empty I can't move the selector switch to "safe". I CAN do this after charging the weapon empty, but that leaves it in the cocked position. Once I dry-fire the option to move the selector to "safe" is not available.

Is this normal for the weapon? Shouldn't I be able to move the selector to "safe" any time I want?

I searched you posts, and you are a man of few words. I trust your comment, and that's then end of that. No changing to SAFE while de-cocked on the SR 556.
 
The inability to put the safety lever on safe when the action is decocked is common to many types of guns. A 1911 cannot be put on safe with the hammer down and most (all?) bolt action rifles cannot be put on safe with the firing pin decocked. What you describe for your AR is normal.
