I've seen a Ruger 77/44 rifle on GunBroker that featured a black pad, 18.5 inch barrel, wood stock and iron sights. My question is: Did Ruger make this rifle in the red pad version with a tang safety?

No! The 77/44 came about after the red pads and tang safeties were gone.
