I've a 6 shot and wanted a 5 shooter. Then thinking about it and realized that the cylinder wall thickness over the chambers is the same on both. Reduction of one hole just allows additional metal support between the chambers but the area over the chamber to cylinder remains the weak link on...
I asked Ruger the same question and was told <0.004" end play was spec and felt that was too sloppy for me. Got some shim spacers from Power Custom to tighten it up some. BTW one of my SRHs was brand new and the other hardly shot by the first owner.

Could the transfer bar be hitting/jamming against the side of the FP instead of sliding over it?
Perhaps try DRY firing w/muzzle streight up and see if reoccurs.

One of our LGS got one NIB for 9 9 9 . . . . . and its hidden behind a lot of other guns on the shelf so expect it to be there awhile ~ ~ ~ ~ yeh, I know. . . . but if it was one of those mythical 5 shot 480, well, guess one can dream.
Both of mine have no disernable rotational movement as you describe. Both had some end-play but I adj'd that out.
