will weaver mount scratch firearm?

Scratches come from friction, moving of the mount over the receiver. Get it on, secured and there's no movement. :)
 
The barrel clamp used to be blued steel but the newer ones seem to be covered with a Teflon. The bases don't scratch since they're aluminum but the clamp could if it becomes loose and the coating wears through.

I don't know Blackhawk, here is my Weaver mount that I bought this summer and the clamp is hanging off the end of a magnet.

Not if you polish the contact surfaces before mounting. And there's always non-metallic shim material to eliminate metal-to-metal contact.
