Somebody educate me. I apparently neglected one of my Vaqueros too long and found a powdery rust like substance on the recoil shield this weekend. After the shock, I wiped it with an oily rag, and THE COLOR CASE HARDENING CAME OFF! Is that normal??

I'm afraid so - the Ruger case colors are a proprietary coating rather than true color case hardening and for some owners it is very susceptible to rust damage as you note. Others don't seem to have a problem.
Do a search here. Many threads on this subject over the years, and Ruger's eventual decision to get rid of the "fake" CCH treatment in favor of straight blueing. I have not had the problem, but I live in Arizona - which may be the reason.
