The 4 second 'quick draw'

I got bored while waiting on the sprayer and having a clock (on my phone) and a 10/22 in the overhead gun rack of the Ranger I thought I'd see how long it took to 'draw'. From hands on wheel to out the window, scope covers off, chamber loaded, and ready to fire. Best time was around 4 seconds on the second run. Five tries but oddly, I didn't get faster with practice. This doesn't include time to shut off the engine, roll the window down, and remove gloves. Those actions triple the time required.
Funny what an old guy thinks about when he's all alone and bored??

I just watched a video of a shootout on a transit bus in Charlotte. I was very impressed with how quickly the driver drew his gun. I need to practice that more.
We did have one guy recently leave some blood at the public range while practicing with a loaded 1911. Happened upon reholstering as I understand.

Different guns,, different clothing, different scenarios, different holsters or gun bags, etc. etc. etc all make a huge difference in how fast (or slow) a person can go from being unarmed to putting ammo downrange.
Trying to get a rifle up & into battery as noted,, with a vehicle,, can take more time than a guy may be able to draw his CCW handgun, and that guy may take longer than a serious competitor who uses a special holster for speed to all get things going.

But the fact remains; "No matter how fast you are, you still need to be able to hit what you are trying to hit."

I know a local LEO. I was on the timer, (buzzer activates the clock,) and saw him pull a duty issue Glock, from a plain level 2 retention holster, and shoot a target at about 7 yds, with a double tap, and it was done in .62 of one second. Jack is FAST!!!!
With my competition rig,, I've rarely broken the 1 second mark. I'm more into the 1.25 second mark when I'm doing "good."
Never tried it with a rifle, while in a vehicle.

Have you ever noticed that a crow can tell about 4 heartbeats before it's shot at and fly. If it takes 6 seconds to get the rifle out, the coyote runs at 4 seconds.

You are correct about crows & coyotes. Around here,, they don't even wait at all if I show up. Our favorite saying; "They can smell the upcoming gunpowder!"
City birds & dogs,, well, they know we can't shoot them. They sit & watch us,, taunting us. I softly tell them; "Go visit your country cousins please!" :D
