Why is so difficult to find a ruger Blackhawk convertible 357/9mm ruger number 0308 ? Is it still being manufactured ?

They are out there. Look online. I think Ruger makes guns in runs. Grab the one you want when they are in production.

Welcome to the Forum.
Check Gunbroker, I saw 5 or 6 of those in just a quick look.

I had one on order for three months. I finally gave up and bought a .357 Blackhawk, 4 5/8" and then found a 9MM cylinder on Ebay that dropped right in. Cost me more to do it this way but I'm happy now and I have my convertible. Good Luck

An additional item is that I was consistently breaking clay pigeons with my 9mm cylinder at 100 yards from a jury rigged rest. These are fun guns.

I see the new ones in gun stores but I think Ruger, as with many gun manufacturers, does batch the production of various models.
