Wondering who marked their revolvers with an "ABC - xxx" numbers?

From some earlier exchanges on this forum, we believe it was the California Alcoholic and Beverage Control enforcement dept. They were found on DAO .38 spl. (only) Stainless Speed Sixs. My example was a GS-82.
Since many states have Alcoholic and Beverage Control agencies, if it's not a GS-82, DAO, in the 155-38xxx ser. no. proximity, one might need to check further.
