Was the no 3 ever factory chambered in 22-250?

Not to my knowledge. The only .22 caliber Number 3 I’ve ever seen was the .22 Hornet.

The CHP or state of CA did not buy the guns. They were a commemorative that was commissioned and sold by the CA Assn of Highway Patrolmen (their union) as a fundraiser.
