Interesting Ruger letter

Just got a letter back on T1 Flat-Gate #1915.
Made May 1954, correct timing for the serial #, but shipped January 1963 as an RSS5R, which, according to Dougan's book and RENE would be the correct model designation for a 5 1/2 inch rubber gripped gun made from 1960-1962.
Curious how or why this one sat at the factory for almost 9 years before being shipped.
Kinda cool to me!

Maybe this is the "shipped to" guy, if so, the interesting thing for me is, the serial #, 1915 is the same as his birth year?!?!??
AND shipped 9 years after it was made....
I have tried to find an obituary, thinking maybe a Ruger employee, but my internet sleuth skills are lacking
Help?!??!

That is sweet and made even sweeter by the mystery. I am intrigued by it, also by the fact that Mr. Hutchinson was a POW in WW2.
