use a "used" 22 caliber brass brush and dip it in something like acetone and rub "around" with the grooves...............
or mineral spirits or paint thinner, or ???????????

do NOT use naval jelly or anything that will "remove" ( cut into the blue finish)
after wards you can touch it uo with a bit of cold blue, say "44-40"...

When you say toothbrush, I understand that to mean a real, dental toothbrush. You need bronze bristles, not nylon or some other plastic.

You can get GI pattern "toothbrushes" that have regular length (like a toothbrush) bronze bristles on one end, and shorter bronze bristles on the other.

If that black stuff is powder residue, Hoppe's #9 and a bronze brush will do the trick OK.
