Capitol Building & Birds?

Has anyone else noticed that any time they show a shot with the capitol building in the background that if it's close enough, you can see that the whole top part where all the fancy sculpture work is above the columns is covered with netting?

I am assuming that it is to keep birds from nesting in that area. I would think that they would come up with some top secret thing to scare away the birds rather than ruin the look with that netting. Maybe the people in D.C. as not as brainy as some people think they are.

There is a lot of money spent trying to prevent issues with birds and other animals from adapting to their environment.

Bob, It's mainly themselves that I was referring to. They can't even keep the people out, let alone birds.
