Just recently received a Ruger Bisley grip frame from Midway and when I go to bolt it up the two back allen head screws don't line up. Should I send it back or am I missing something?

Quite unusual. If the grip frame is a Ruger factory one,, it should align right away.
The screw hole pattern that Ruger has used for the SA handguns starting in 1953 has not changed. In fact,, RW Grip Frames (Ronnie Wells) has developed a series of varying sized & shaped grip frames & uses the Ruger screw hole pattern across the board. And I've seen his grip frames fit very old early SA handguns,, as well as the most recent models.

Midway sells raw Bisley frames that require significant fitting. How far off are the screws? Sounds like it could just need fitting to me without more info.
Not by much might try and file a little and see if I can get it to work.

I bought a couple from Midway both had the holes align perfectly.

If you take a file to it, Midway may not take it back.
