Another guy suggested: when you go to HTTPS sites, your pc hand shakes with the SSL/TLS security certificate on that HTTPS website. your time and date must be correct.
Is your time and date correct on the computer/laptop, make sure it's set to the correct time zone.
if that does not work, go into IE and click on Tools at the top, then "internet options" , click on the "advanced tab" at the top. in the bottom of the advance screen there is a button that says "RESET" click on reset, in that screen check the "delete personal settings" box and then choose reset. this will prompt you to reboot. - See if that helps

I think that's right because it does start with https and then the screen changes and it looks like the https has been scratched through and is no longer involved. I think it's the security issue, but not sure how that started.
