does ugl water blocker paint only work on raw cement?
I got a basement wall that was painted 50 years ago. in small spots, the paint is gone from time. back when it was painted, ugl probably wasn't invented.
I cant the strip block.
so, must it be painted again? or can I put ugl over the spots and the old paint?

If applied over paint, the UGL won't penetrate the concrete to form a seal. I had basement water problems for years and used some of the water blocker products. What I found was that when the UGL was applied to a painted area, the water just pushed paint and all off the concrete. I had spots the size of a dinner plate peel off like a sheet of waxed paper. Areas that I cleaned with a wire wheel on an angle grinder sealed very well.
