Make sure the airbox is sealed and is not cracked. Many small carburetors' mixture depends on the exact environment it was designed around. Spray around the carb(s) with carb cleaner while it's running and listen for an RPM change indicating a vacuum leak.

Spray around the carburetors. You're looking for a cracked air box or a vacuum leak. You just want a fog around them, not to drown them.
