I'm working on building up my beater 10/22. I grew up with this gun and have shot it a lot. At least a brick a week for 15 years.

I've got a DSP stock and a Tac Sol barrel barrel for it. The Tac Sol is .920 and the DSP stock is cut for the standard taper barrel so I need to sand it out. Whats the best way to do that evenly? I'm thinking of just getting a 1" dowel with some heavy grit abrasive.

The receiver is also pretty scratched up so I need to refinish that. Its an old gun but the trigger sucks so I'll put the RT guts in it.

You might find that the work involved in trying to open the barrel channel a lot more work than you realize. I would suggest you locate another standard stock, and find a milling machine to where you can mill it open in a straight line easily. Final sanding by hand. And a 1" dowel will be too large.
OR,,,,,,,,,, you can easily buy a Hogue overmold replacement stock for about $60-$70 and drop it right in. It'll take a lot of abuse and still be a fine stock. I have one of them on my heavy barreled 10/22. I love it.

One of these in 7/8 (0.875) then the dowel/sandpaper to finish up.

I used one to open up the factory stock on my M700 Remington for a heavy barrel. They allow you great control and remove wood quickly and precisely.

PS I followed up with a few coats of tru-oil

Lots of folks have used a sand-paper wrapped dowel (7/8") or even a deep well socket of the same size.

It's not the fastest method, but it will work just fine.

If what I wanted was a walnut deluxe sporter, I don't think the Hogue would quite cut it.

You can also cut the barrel channel very quickly with a barrel bedding tool. They are not very expensive. I cut a laminte for a Clark .720" mid-weight barrel in a matter of minutes.

Take a 1" dowel and using a table saw, rip a shallow cut about 1/4" deep down it's length. Get some rubber window screen spline and when you tuck the ends of the sand paper in the saw cut, stuff the screen spline in there to hold it in place. NOW, you have a nice sanding tool for barrel channels. You can even attach handles on both ends to make the job go quicker.

Ty, I looked at the Hogue but decided I wanted a wood stock and the DSP is perfect. I think this is gonna look pretty darn good when its done.

I may be able to borrow a bedding tool from a friend to make the initial cut, then finish with the dowel and abrasive.
