I noticed while practicing that the cylinder on my SBH 44 has a small bit of rotational "slack" or movement even with the hammer cocked and cylinder locked on one round. Is this normal? I'm thinking this might introduce inaccuracy or at least additional friction?

Actually, with a "little" play, when fired, as the bullet leaves the chamber, it'll align itself with the bore via the throat. It's common to have a SMALL amount of play as these guns are mass produced. True customs will be "line bored" to achieve bullet to bore alignment.
