Ruger #1 help please

I have a Ruger #1 .257 Roberts made in 1999, marked 50th Anniversary.

I put a Leupold VX3HD 4.5-14x40 CDS-L scope on it. I took it out to zero it, and the scope ran out of "down" adjustment. I know on a bolt gun with this issue I could put a shim under the front base to get more "down" out of the scope.

What can I do to fix this issue on my #1? Get a taller front ring from Ruger?

No. 1's have the same height scope rings, check that first. Sounds like you have different heights.

I have mounted 100's ,,, maybe a 1000+ Scope's on Ruger No. 1's using mostly Ruger Rings, have even used a few other's (Burris) and have never had a scope that didn't shoot right right in.

Something's a miss ???

I should mention that the Varmet barrel does use different size blocks directly to the barrel and then same height rings.

I have been reading posts on Leupold CDS-L style optics. I read a similar post to yours on another forum dealing with running out of adjustment on the dial prior to achieving zero. So to be clear, I’m telling you about something I read on the Internet. I’m not an expert. That being said the post I read indicated that the dial is intended to be moved in a single turn after it has reached its median area of adjustment. That is to say that there’s a set screw that removes the cap that allows you to make unlimited adjustments And once you are into the median range of adjustment, you reinstall the cap and set screw. At this point the dial is centered and you can make one turn of adjustment to add or subtract adjustment.

I don't think this is accurate. The instructions say to zero with the original dial first, then remove the set screw and install your new custom dial that is supposed to be calibrated to the exact round you are shooting.

I would start by making sure the rings are the same height as @G2 said. I recently had a similar issue on an M77 Mk2, all because I had installed the same height rings which is incorrect for the M77's.
 
I bought the rifle used and it came with an old VX2 3-9x40. I was able to zero it, but it had some windage issues. I sent it back to Leupold and they said it could not be repaired. They gave me some trade in value on the scope that couldn't be fixed and I added some to it and I bought this CDS scope straight from them.

The video I watched on zeroing the CDS said to remove the cap, then use the turret underneath the cap to do the elevation. After the scope was zeroed you then replaced the cap and set it to zero, then tightened the cap screws.

I have not ever had this issue with any Leupold before now. The CDS is not making a very good first impression.

I am a complete noob when it comes to Ruger #1 rifles. I can give yall the serial number of this #1 if that helps with what model #1 it is.

There was no down adjustment in the scope until I removed the two set screws and the outer turret cover. The "knob" underneath gave me 1 1/2 -2 full rotations of down before there was not anymore adjustment down.

I would start by making sure the rings are the same height as @G2 said. I recently had a similar issue on an M77 Mk2, all because I had installed the same height rings which is incorrect for the M77's.

If all else fails you can use a thin brass shim between the scope and whichever ring required to move the impact the the center of the scope adjustment range.

Where can I get a shim?
 
You should be able to buy brass sheets in varying thickness at a hardware store and cut a small piece to fit the ring. Save the rest against future need.
Depending on the distance between rings and the moa change you need there is a formula. My memory is that .030" will give a 20moa change to point of impact when the rings are 5" apart.

I would test another scope. I've had trouble with a Leupold VX3i, 1-5x CDS, losing windage adjustment. First 40 rounds at the range on a Ruger #1 .35 Whelen, over a couple of sessions, it was fine.
Next trip started hitting 6 inches to the left at 50 yards and would not adjust back. On its way to Leupold.
 
I hope our VX 3i 1-5x is a genuine Leupold. I bought one a couple of years ago new in the box, looked great, shot great. Turns out it was a Chinapold. Even came with a Leupold decal and warranty card. The only thing I could spot that was different was the gold box color was a little off and the font for the serial number was the wrong size.

I still use it on a 308 No.1.

I measured the rings and they are the same height.

I reset the mechanical zero on the scope. The scope is supposed to have 70 moa of adjustment and I counted 68.5 so hopefully it made some difference.
 
I ordered this scope directly from Leupold ver the phone, so it's good on being legit.

Thats a good test, 1 that I was going to mention. your problem has me baffled. Let us know how it turns out. Sounds like you have done everything I would be checking.

I certainly will. It may be a while before I get a chance to try it out again. Its deer season here, and my only place to shoot is on my hunting land.

BTW, I looked on the box and it is a model 1B with a black recoil pad. Serial number is 133-63676.
