Single-Sixer
I have picked up a No 1 S 30-06, first No 1, which did not have rings with it. Before I order some Ruger brand rings just wanted to see if there is a beter setup out there. Any sugestions for a great low power scope.

Not sure HOW low you wanna go, but if you want an old school looking, straight tube, 3X, then I don't think you could do better than this one.

Previously this scope has been available from the Leupold custom shop with lots of options, and maybe still is. Otherwise, SWFA is the exclusive retail distributor of the standard models. It is plenty long and doesn't present the mounting challenge that the tiny 2.5X does.

Buy the scope before the rings. Not uncommon for eye relief to be an issue with scopes on a number 1. Might need extension rings. If you do need extension rings Ruger is the only option. Otherwise there are adapters to go from the Ruger base to weaver type. You would then have more options of ring placement as the adapters have multiple slots and you could then use any type of weaver type rings.
Leupold is nice but considering it is a 06 I would be more inclined to go with a variable like a 2x7. Nice low end yet the higher end matches the caliber nicely. Not a overly large scope and will natch the lines of the #1 well.

The Leupold 6X also will fit nicely and work on that model w/o extension rings. It will also give you rugged reliability and maximum low light advantages in a scope of that price range.

Sure it's not an "A" Light Sporter? Does it have a 22" light barrel or a 26" Medium barrel? If it REALLY is a factory "S" Medium Sporter in 30-06 it is very very rare. It's never been cataloged and I've never seen or heard of a factory 30-06 "S" in the last 40 years or so.
