Problem with .22 ammo..........water damage?

Gunshow purchase. Unopened Federal brick looked just fine. Three months later at the range, I had trouble getting the 50 round boxes out of the brick. They were "glued" to each other.
After ripping them apart, the cartriges looked "strange", like they were contaminated in some way.
In a healthy 10-22 rifle, I had 80% fail-to-fire.

I think they were water-logged in the past.

Questions: Can they be revived by exposure to warmth (in my 80 degree furnace room)? Are they ruined?
