Panic over old, buried ammunition

How small arms ammunition would cause police authorities to feel the need to evacuate several homes just confuses me. Even if the rounds magically went off, they would not go very far at all when not inside a gun chamber where all the force of the powder goes to push the bullet down the barrel. I know this is not as severe a reaction as the recent one in London, UK where the presence of 22LR casing, yes, just a casing, on the ground led to the lock down of a whole community, but still it seems like way too much of a fuss by the San Antonio police.

I think that certain "authorities" are so intimidated by the thought of being held up to media criticism that they over react to many type situations. Has there ever been an actual bombing where the bomb threat was called in before the explosion? And yet everywhere in this country, just the receipt of an anonymous phone call saying there is a bomb in the building is enough to evacuate schools, shut down shopping malls, empty out airline terminals, etc.
