I happened into a 90% shooter, NM Blackhawk in .45 with 4 5/8ths Bbl. I want to CCH the frame and master blue the cylinder/barrel. I'm guessing about a $500-600 job from somebody like Gary Reeder or Jim at Alpha Precision?

For just a refinish, send it to Turnbull. Their Ruger refinishing service is $450 on a gun that requires no extra work. That includes the color cased frame and charcoal blue on the rest, which is the original pre-war Colt finish. I would strongly consider installing a steel grip frame and ejector housing.

If it's only between those two, definitely, absolutely, 100% send it to Stroh. Gary Reeder will polish it until it looks like a blob. He will make it shiny but he has no idea how to keep the flats flat and the corners sharp. Huge difference between Stroh's hand polishing and Reeder's ham-fisted machine polish.

Take a look at Ford's Refinishing. They would probably have to sub-contract the frame to Turnbull (or someone) for the CCH, but they do very good reblueing. They do offer CCH of small parts, but no frames/receivers.

Ford's has a very long backlog and they aren't going to do any better than Turnbull on the bluing. Nor do they offer charcoal blue. All that's gonna do is drive up the cost and increase lead time unnecessarily. Bearing in mind that Turnbull just turned my Cimarron Open Top around in 3wks.

Ya Craig! seems like the way to go, as I understand it, Turnbull will do minor polishing and make it look good. There's no cosmetic issues other than turn line, and minor surface handling blems. I kinda would like to keep the aluminum grip frame and ejector rod housing. BTW, I was toying with the idea of putting a Bisley Cylinder on it, any thoughts?

Give them a call and see what they have to say. They might ask you to send some detailed pics for an accurate quote.

That's up to you. Worst case it will cost you the labor to set the barrel back a thread to get it fitted right.
