I don't live in NYS (thank the gods), but you might ask over at the Mark III section of RFC.

Why not get your congressman to call the Attorney General and ask ....... if it's like my state a regular citizen can't contact the AG it has to be a stare legislator....

I know, I was just making a joke.... I think you would be best to find a NY firearms forum and ask the folks on it. Or at least be more specific in the title to this post.

This site: http://smartgunlaws.org/design-safety-standards-for-handguns-policy-summary/ says:

2. Specific Safety Features Required: California, Massachusetts and New York also define as "unsafe handguns" those lacking certain specified safety features to protect users against unintended discharge, including safeties to prevent accidental firing, chamber load indicators, and magazine disconnect mechanisms. A "chamber load indicator" is a device that plainly indicates that a cartridge is in the firing chamber. A "magazine disconnect mechanism" is a mechanism that prevents a semiautomatic pistol that has a detachable magazine from operating to strike the primer of ammunition in the firing chamber when a detachable magazine is not inserted in the pistol.21

New York requires that all handguns be equipped with a safety device to prevent unintended firing.23

23. Pistols must have a "positive, manual or automatically operated safety device to prevent firing." Double-action revolvers must have a "safety feature, that when the trigger is in its most forward position, automatically allows the firing pin to retract to where it does not connect the primer of a cartridge." N.Y. Comp. Codes R. & Regs. tit. 9, § 482.5(f).

It seems in my non-expert opinion that not having some sort of safety is a problem in NY but not necessarily any particular one.

There are plenty of arguments online for any given feature of a firearm - some would say that the only safety you need is your brain or your finger (or a combination thereof) and that any mechanical safety is needlessly complicating what should be a very simple device and could interfere with your ability to use that tool effectively in an emergency. Others recognize that you will need to handle your firearm many hundreds of times while carrying, cleaning, practicing, etc, and that having some feature or features designed for safety are beneficial and reduce the chances that you might accidentally shoot yourself or someone else.

No reason you can't remove the magazine disco parts for your own use of that firearm. If you were to sell it, then make sure it gets re-installed as I think there might be a requirement for "point of sale" as far as the magazine disco is concerned. It's one of those CYA deals.
