Is it possible for basic / free / yeoman / poorman members to PM other users? I'm fairly new here....

*Just wondering, is it possible to PM other members, as a basic/free member? (Is there a time-limit before PM'ing ability? / Not available to basic members? / A miminum-post requirement before PM'ing 'rights'...?) If anyone knows-- can you help clarify for me?

you can private message but the issue is at least for me, I never look up to that top right spot and I also don't get a notice that I have one... usually see it days later. looks like I might have one now....
