NO problem; Apparently they are going to "Blow them up" as a means of disposal. I would think after all this time and exposure to the sea any powder would be long gone inert.

Unless the fuse leaked, the interior would likely be still sealed and intact. The black powder used in Civil War munitions was relatively stable, and as long as it stayed dry, old munitions must be treated as live. Too dangerous to try to defuse something that old.
