Oh for the want of a few traffic cones.
I wouldn't totally blame the driver. There were 'crew members' standing around and saw horses available to place in front of the wet concrete patch.

The fault goes to whoever was in charge of the construction crew.
They were working in a busy parking lot and should have blocked off the access .

Barricades and cones should have been put up as soon as they arrived at the site. This to protect the workers as well as passers-by. The first job of a superintendent is to provide for the safety of his workers.

I'd have been pizzed! All that concrete up in the wheels/brakes, and who known where else, will soon harden. I don't believe you could pressure wash it all out of every nook and cranny. What a mess! And the one guy throws his hardhat. Really?
