help ID a round

Headstamp is w-w super 300 win mag BUT the brass has been cut right before the shoulder and it looks like a brass circle has been crimped into the end and sealed around the edge with some type of epoxy. Anyone have any ideas?

Blank or shot shell?

shot shell possible. I doubt it is a blank with the brass disc that would fly out the barrel. Thanks for the guess.
