Got my second .308 Scout today, one barrel measures 17" and the other one/the new one is 16". Ruger says 16.1" and 18.7". Guess my barrel shrunk 1.7"?

Where are you measuring from? The closed bolt face to the muzzle crown (not including the flash hider unless it's welded in place) is the official length

I can see the end of the bolt in the gas vent hole so I am getting close enough, not off by an inch. And to get it totally correct I would need to take the flash hider off. This barrel is not 16" or 18.5"

Let me guess the longer one is older?

The first several runs had barrels just over 17" they designed the rifle with a 16.25" barrel and then after the fact added the threaded portion, they never changed the length in their literature.

Later they made the special run with the 18.5", and it was brought to light that the barrels on the others were not really 16". So the newer ones listed as 16" are actually 16" not the 17"
