I needed a retaining ring for a recoil spring on a pistol and did the whole thing by email a few weeks ago... shipped me the part for free after giving them the serial number.

They have an online request form: https://www.ruger.com/dataProcess/contactSupport.php I do not see any way to attach anything to it though. I think a phone call would be more beneficial. That way you could explain the problem to a 'real person'.

The anti-gun organizations would love to have their email address - to "e-bomb" their servers, etc. and cause financial harm.
Just give 'em a call when they re-open.

Upload the picture to a hosting site (photo bucket, etc) and simply include the url for it in the standard form linked from their site.
