This is copied from the FAQ section of Ruger's website:

Can I dry fire my Ruger P-Series and .22 pistols?
Yes. All Ruger pistols can be dry fired without damage, and dry firing can be useful to familiarize the owner with the firearm. However, be sure any firearm is completely unloaded before dry firing!

Is there any harm in dry firing the LCP. The website for Elsie Pea is down or I would have posted my question there.

I e-mailed Ruger and they responded that dry firing the LCP was just fine.

I own 3 LCPs & have dry fired all of them without any problems. My wife has dry fired hers numerous times to help become accustomed to the long trigger pull.

By dry firing does that mean with snap caps or can I dry fire without? Also should the magazine be installed?

The LCP doesn't have the Mag DC like the SR9 or P345 does, so you can have it in or leave it out, won't matter. If you have extended Mag-Base Plates, I'd insert a mag to replicate the feel of the gun.
