I have a Ruger Blackhawk stainless in 45 colt.
good gun I shoot it well, I like it a lot.

problem is it shoots high with everything I've tried. Different loads bullets, how I hold it in my hands, etc..

Comes down to the fact I need a different front sight. A taller one.

WHERE can I get one? I need it about .02 taller than what's on it now.

It's pinned in, so removing the pin, then inserting a new one and drilling it for the pin is not a problem. I just need a taller blank to start with. Any suggestions?
 
My first resource would be to go to you gunsmith. Shouldn't be too tall an order for him.

(Man, honestly, I wrote that without thinking about the wording.)

More than likely he already has a few blanks on hand.

I had a .30carbine Blackhawk that was shooting high so I sent it to Ruger. When the gun came back, it not only had a taller front sight, but it had also been reblued and looked like a brand new gun.

A recently purchased SS Blackhawk 357....was shooting so low the rear sight could not correct. A call to Ruger CS...got two front sights....free.
 
I've got one of Sixshot's higher front sights on my Bisley 45. It works perfectly and Sixshot is a good man to deal with.

What barrel length do you have. I have used sight inserts intended for 6 1/2" .45
Colts in my short barreled .44 Mag SBH's to correct elevation issues.
