Do I measure the barrel of a revolver from the muzzle to the rear of the barrel at the face of the cylinder, or from the muzzle to the front of the frame?

Keep in mind that when measuring a barrel, you measure the entire barrel, it's just that simple.
Does that include the forcing cone?

Of course.

Revolver barrels are measured from the muzzle to the rear end of the barrel, or the front face of the cylinder.

Semi-autos are measured from the muzzle to the face of the closed bolt, including the chamber which is inside the barrel itself.

As Hondo says, "the entire barrel" in either case. In the case of revolvers, it DOES NOT include the chambers/cylinder as they are not part of the barrel.

Same situation in long guns.
