10/22 take down rifle - brand new and having difficulty

Just brought home tonight a brand new Ruger 10/22 Take Down Rifle
purchased at a local Cabela's.

I have been in my living room for one hour having difficulty with it's
bolt lock operation.
Pulling the bolt back and engaging the bolt lock
AND
pulling the locked bolt back and releasing the bolt lock
is giving problems.

I cannot consistently do either operation on first try
although
unlocking the locked bolt is provong the more difficult task.
It is generally taking 5-12 tries for the bolt to unlock.
It seems , the lock button pushes in , each time the same
but it takes multiple tries before the bolt unlocks.

Is this common with a new 10/22 Take Down ?
Will it improve with time and repeated tries ?
Or do you think there is a problem with the gun ?

I don't think that this is something unique to the take down model. With the exception of the take up ring the rest of the receiver is the same as all 10/22s. In the first week of June this year I purchased a new RB cabine with the same bolt unlatching symptoms you describe. Along with that when the bolt was pulled back with the mag installed it would lock in the open position, worked fine with the mag out. First ten rounds fired at the range produced 1 to 2 failure to totally feed. By the time we hit 80 rounds the failure to feed was up to 2 to 4 per mag, we were using Federal bulk pack and Blazer. After 80 rounds the bolt release was working as it should and the bolt would not stay back with the mag installed. To address the failure to feeds I called Ruger and they e-mailed a UPS tag. When the rifle came back the repair order said replaced trigger housing & bolt. Shoot the heck out of yours and if you have any issues with it give Ruger a call. They will make it right with you.

Well I got mine at Cabella's too, and the sales guy was having grief with the same issue. Kind of strange as all 10-22's are pretty much the same.

First, when I hold my bolt back I press the the lock up and to the back - towards the trigger guard. While holding the lock, release the bolt and it should set and hold.

When releasing, pull the bolt back and rotate the lock forward, pushing it towards the barrel, not "up." It should click/rotate forward with a nice "snick" and the bolt should be free to close.

Try this and see if it helps.
