I would assume he means a Ruger,, since he is on the "Ruger Forum!"

Often,, a slight misalignment can cause this. As can a slight burr somewhere. First off, remove the cylinder & base pin.
Under good light & if possible, magnification, study the cylinder pin hole. CLOSELY! Look for a burr or anything that might cause a binding. Next,, do the same with the base pin. lastly,, check the hole in the frame. Do so with the latch assy at rest AND depressed. Especially depressed.
Next,, try inserting the base pin in the frame w/o the cylinder in place. If it sticks,, you can see where the binding is.

But most often,, it turns out to be a simple misalignment issue. I've had it happen a lot over the years. A simple backing up, starting over, and things go back together as they should.
