I mentioned in another thread that I recently bought a gun on GunBroker. It's over 50 years old and I have an 03 FFL so it is being shipped directly to me . . . via UPS.

I have to sign for the package but I have this aggravating thing called "a job" that keeps me out of the house when UPS is running around my neighborhood. I can't redirect the package to my workplace, even if I could, they want something like $17 to do that. I could redirect it to a "UPS Access Point" for $12. They don't seem to have an option to keep it at the UPS depot for pick up there. However, the last time that I went to the UPS depot, the service desk closed at 2 PM.

USPS would have attempted delivery and then said, "come to the PO to get it. We're open 8-5 weekdays and 8-1 Saturday." Much more customer friendly.

I purchased a fairly expensive rifle a couple months ago and the seller likewise shipped it to me via UPS under my 03 FFL. I stayed home on the expected delivery date so I could sign for it. In mid afternoon I got an email that the rifle had been delivered. I went outside and found they had simply left it propped up against the front of the building. Glad I was home and no porch pirate noticed it.

Another missed delivery today. My daughter didn't make it home in time, she even rearranged her schedule to try to be there for the package.

One more missed delivery and they send it back to the sender. So I called UPS to see about getting it held at the depot. Oh, yeah they can do that for $5.99. WTF? So while I'm on the phone I go to UPS.com and they want $7.99. WTF? Oh, for the $5.99 price, I'd have to register for a MyUPS account (or something like that).

So now I get to go to the UPS store to pick it up. Not today. Probably not tomorrow. Saturday.

USPS will hold a package for free.

ETA: I just talked to my daughter. She was home at 3 PM and there was no notice on the door about the package. She checked just now and there was the notice. So the guy must have just tapped on the door lightly and then ran.

I'm curious why you allowed it to be shipped ups anyway. Buyer decides that, not the seller, unless if was a flat rate deal, then the seller decides.

It's eight bucks and the problem isn't really solved because now I have to go to the UPS store and deal with the bearded lady there.

I've gotten guns via USPS. If I'm not home, I just go to the PO the next day and get the box, no extra fees.

Technically it was not supposed to be shipped to you because you are not a dealer.

Most sellers I know of don't offer options. I know I don't.

Most of the time I ship USPS. Occasionally UPS, but that's a bigger pain because I have to go farther.

03 is not a dealer the PO officially specified via their form 1508 than handguns can only be shipped to dealers of manufacturers

nope you are misunderstanding the regulation: UPSP 1508 address handgun shipping where BOTH the shipper and receiver must be either a dealer or a manufacturer. That is specified in their current regulations. There is movement and proposals to change it but their is congressional resistance. DOJ has said they won't prosecute . Until it is codified, the current, original policy remains in effect a quick search shows "

Form 1508 is for handguns USPS only allows licensed dealers/manufacturers to mail those, and that form is part of the process

I always though UPS would be cheaper that USPS on shipping until this week. I got a box of brass from a member that would have cost about 15 to 20 dollars to ship USPS and it was $50 for shipping on UPS.

I am a dealer, 01. I don't ship to individuals. I ship to FFLs.
According to the USPS a class 03 is acceptable for shipping/receiving antiques, at least 50 years old.
That is considered dealer to dealer.
If I did not have an FFL I would not be shipping handguns USPS.

Do I know the specifics of the item discussed in this post? No.
Do I know if the other handguns the OP received were shipped by dealers? No.
I do know the OP has an 03 which makes it acceptable to receive a handgun 50 years old or older.

But I do know for certain that asking 20 different 01s about selling/shipping to an 03 and you’ll get around 16.3 different answers. LOL

Why it’s so hard to reach a consensus I’ve no idea. Maybe their regs are as clear as what the IRS puts out.

Regardless ….. I don’t judge; just go with ( or back away from ) their flow since it ain’t my ass on the line.

Akshully, only dealers can ship a handgun through the mail BUT a dealer can mail a handgun to any licensee which includes 03.

At least UPS delivers to your house.
USPS does no delivery here. Everyone has a PO box and packages must be picked up at the PO (no Saturday hours). Once you are notified of a package you can call and request that they put it in a locker for you if you can't make it during business hours.
...All while charging the sender the same amount as if it were delivered to your house.
No PO box number on your package? They sit on it for 30 days and if you haven't asked about it they return it to the sender.

Walmart used to ship two days to your doorstep here. They switched to USPS and it's now 8 - 11 days plus the PITA of the USPS.

When I had my 03 curio & relic license 30 years ago it was no problem getting anything shipped to my house. USPS was usually picked by the seller.

You are incorrect.......I also am an 01. An 03 can receive a handgun directly if shipped by UPS or Fedex etc. BUT under current rules an 01 cannot ship a handgun to an 03 USPS. That is a postal regulation . The ATF doesn't care .

the 1508 is clear. BOTH the receiver and the shipper must be a dealer or a manufacturer. An 03 is an FFL but NOT a dealer. By ATF definition they are a collector. If a 01 ships to an 03 via USPS the 03 has no jeopardy. They did nothing wrong. It's the 01 who violated postal regulations as currently approved.

I realize that many folks living in 'built up areas' have to deal with mysterious/unknown delivery personnel. That is NOT how it is out here in the sticks. I/we have a very good relationship with our delivery person(s). Therefore, we get exceptional service IMHO. The regular UPS driver will usually tell us when there will be a replacement driver and will make notes on the delivery screen of the driver's computer. USPS carrier is a guy I started with a route 25 years ago so he bends over backward to provide any extra service needed. FedEx doesn't deliver here often--their service is not so good so we choose a different carrier if possible.
