TechSight Mini200 and Scout Rifle

Looking at their website, I don't see that they make one for the Scout Rifle.
On the other hand, if the Ruger uses the same el-cheapo "single-screw 'n saddle" mounting arrangement on the SR as they use on the Mini, the MINI200 might work on it.

The one for the Mini looks like it should be mountable. Whether or not the initial elevation is remotely close might be the big bad issue.
