SP101 Accuracy Problem

My 3 1/16 inch SP101 in .357, does not please me as much as I expected. Accuracy is not as good as my 2 1/4". All rounds are a tad low (even 158 grains) and two are a couple of inches to the right. I can deal with it shooting low. I expect all five rounds to shoot close to POA. The range is 7 yards.

Two of the chambers on the 3 1/16 have a lot more movement, than the other three chambers. Could that be a contributing factor? Is it unreasonable of me to expect it to shoot as well as the 2 1/4"?
 
No, it's perfectly reasonable to expect it to group together. Mine shoots around 6 inches low with .38s and 4 inches low with .357s shooting low is easily adjusted by filing on the front site or loading up heaver bullets. Different chambers shooting inches away from each other every time would make me send the gun back to Ruger.
