I like to ask what the best way to ship a ROA out of state
fed-ex
USPS

Any of the above, its not considered a firearm unless it has a conversion cylinder in it.

Some states require that it go to a FFL. Illinois is one of them from I have read.

All will ask and good chance none of the clerks will know, understand nor comprehend the laws surrounding the blackpowder revolver. We're it me, do a UPS pickup at your workplace if possible and they have a UPS account or simply do a UPS pick-up request and do it all, including printing the label at home.
