scope mounting on my VLEH ??

The shop that received my VLEH had this scope on the counter, used for $40 its a "Oakshore Electronic Sights Inc. Micro Dot" made in Japan No.032818 its 4-12x56
I used Millet high rings. My problem is that I tried sighting it in but starting out at 25yds I adjusted it all the way down and was still shooting about 10" high. Do you think I could shim the rear ring with ?? maybe a business card or electrical tape??

Would it make a difference if the scope was shifted back a little??
 
I know, I know.
I moved the front ring back and shifted the scope back a tad. I used electrical tape to shim to the point that the front bell just has clearance. I'll try and shoot it tomorrow and see if it made a difference.
 
If it's shooting high, and you're shimming at the rear ring (thereby lowering the front of the scope), you're going the wrong way.
 
I was wrong it was shooting low (been like 5 Month since I shot it) so I switched them back to the rear ring shimmed. Sighted it in @ 25 yds then all I could do for today was 75 yds. I dialed it in pretty close, got a 3 shot group at 1.5 inches, then I got out my old Wally world International, Ive got around $600 in it, Barrel shortened to match chamber, muzzle crowned, cryoed, trigger job, ....
With a crappy simmons scope shot a 5 shot group 4 fit under a quarter with 1 opening up the group to 1.5 inches.
I need to get out to 100 yds and really get serious. I'm not so impressed with the VLEH yet, its still pretty cool.
I really do need some better optics on both...

after trying the electrcal tape in the rear ring I got it up to a few inches low, went to my local gun shop and asked about shimming the mount itself, low and behold the make app spacific shims! he gave me 4, fearing the front of scope touching the barrel, I put 1 thicker shim under the front of mount and 3 in the back, got a 1" group at 100 paces 1" low, gonna re-do one more time with all 4 shims in the back, right now I have 1/8" clearance so I think I might finally have it! I'll keep you posted.
