Ruger .41 Mag

Went to my local gun pharmacist and found a New Model 5 3/4 .41 Mag built in 1985 for $395. Is this a good price? It shows a few small scratches and needs a good cleaning. Was thinking of having a weaver base added but only if this will destroy the value of the gun. Your thoughts?
