If a new bullet can be pushed into the neck of a fired case by hand, that is enough clearance for safety. I turn necks for two rifles and want .002" minimum from chamber to case neck on a loaded round. I bushing neck size and do not expand before bullet seating. Select sizer bushing to desired neck tension/ bullet pull. I bump shoulders back about .002-3" every couple shots and trim as needed.
