I have had a pair of grips on an old model brass backstrap for over 35 years.

I just noticed that the eagles on the medallion are brass or gold instead of black.

What were these grips made for?

Most likely an "outside" job. Ruger's brass grip framed revolvers had the shiny silver grip medallion.
